January 5, 2013 – An army of consultants and citizen working groups are on the march in Boulder, trying to determine whether Xcel Energy, the state’s largest electric utility, can be replaced with a municipal power authority. If Boulder moves forward, it would become the largest municipality in the nation in more than a decade to switch from a private electricity provider to a public operator. Xcel officials have cautioned that Boulder is underestimating the cost of separating from its grid and running a small, local utility. Reports from engineering and financial consultants are slated to be delivered in mid-January.
