December 5, 2012 – It didn’t take long after the passage of Proposition 30 last month for the coalition of progressive groups around the state that worked so hard for its passage to declare their new plans, and none too subtly. “The next battle: Reforming Prop. 13,” read the subject line on one widely circulated email. Progressive grass-roots activists are setting their sights higher. They are talking about a possible ballot initiative to create a split-roll property tax that would take away Proposition 13’s protections for commercial properties, while leaving its safeguards for homeowners in place.
